Notice of Public Hearing: August 17, 2010

NOTICE IS HEREBY GIVEN THAT the Sanitary Board of Oro Loma Sanitary District proposes to increase refuse rates, based on CPI and other specified pass-through costs, as agreed to in its contract with its refuse hauler. The Board also proposes updating its Ordinance No. 34-33, “An Ordinance Regulating the Collection, Removal and Disposal of Refuse and Other Discarded Material” to reflect the revised rates and minor language changes.

NOTICE IS FURTHER GIVEN THAT Tuesday, August 17, 2010, at the hour of 3:00 p.m., at the District’s offices at 2655 Grant Avenue, San Lorenzo, California, has been set as the time and place for the public hearing, at which time the Sanitary Board will hear oral and/or written protests to the proposed rates and revisions. The proposed rates will be available for review at the District office after August 9, 2010.

September 1, 2009: Ordinance 34-33

At its meeting of September 1, 2009, the Board adopted Ordinance No. 34-33, An Ordinance Regulating the Collection, Removal and Disposal of Refuse and Other Discarded Material. With this Ordinance, and in accordance with the District's Agreement for Services with Waste Management, rates were contractually increased based on CPI and other pass-through fees. Residential and commercial/industrial garbage rates increased by 1.64% in the L1/L2 (Unincorporated and Hayward) areas, and by 1.76% in the L3 (San Leandro) area (the higher L3 rate provides for the additional 12% franchise fee imposed by the City of San Leandro). Also increased were the rates for Commercial & Industrial Recycling Services, again by 1.64% in the L1/Ls areas, and 1.76% in the L3 area. Minor language changes were also made to Exhibit B (Rates for Recycling Services) to clarify the information (there were no changes to residential recycling rates). December 2, 2008: New Board Appointments

Directors Becker, Dias and Landis were seated as members of the Sanitary Board of the Oro Loma Sanitary District as a result of the certified results of the General District Election held on November 4, 2008. Directors Roland Dias and Laython “Judge” Landis were appointed to their seats, by virtue of no other candidates running against them for the four- year term. Director Tim Becker won the election to complete the term he was appointed to which expires in 2010. At the December 2, 2008 Board meeting, the Oath of Office was administered to Directors Becker, Dias and Landis by the District’s legal counsel, Mike Riback. Also at this meeting, the Board members held their biennial election of officers with Director Howard Kerr elected President of the Board, Director Landis as Vice President and Director Dias as Secretary. October 7, 2008: Ordinance 39-9

The Sanitary Board of the Oro Loma Sanitary District adopted revised Ordinance No. 39-9 at its meeting of October 7, 2008. Revisions to this Ordinance were mandated by recent changes in regulations by the EPA and Regional Water Quality Control Board. August 5, 2008: Appointment of New General Manager

At its meeting of August 5, 2008, the Board formally approved the appointment of Jason Warner as the District's new General Manager, effective as of August 1, 2008. Jason first started work at Oro Loma in 2004 as a Senior Project Engineer working on the $34.1 million Treatment Plant Capacity Restoration Project. After briefly returning to his former employer, Delta Diablo Sanitation District, he returned to Oro Loma in July 2007 in the position of District Engineer, taking charge of the Engineering Department. Jason replaces Mike Cameron, who retired in May 2008 after 15 years as the District's General Manager. Jason was selected by the Board after a six month recruitment which included 45 candidates from around the State.

June 3, 2008: Ordinance 37-26

At its meeting of June 3, 2008, the Board of Directors reduced residential sewer service rates, effective July 1, 2008. Single Family Dwellings will reduce from $193 per year, to $178; Multiple Family Dwellings will reduce from $178.78 per year, to $178; Mobile Homes/House Trailers and the annual minimum sewer service charge will reduce from $146.58 per year to $145.

December 18, 2007: Ordinance 35-14

At their meeting of December 18, 2007, the Board approved minor changes to Ordinance No. 35, An Ordinance Regulating the Installation and Connection of Sanitary Sewers, Establishing a Permit System, Adopting a Schedule of Fees and Deposits, and Providing Liabilities and Penalties for Violations. The updates included revision of the section on Sewer Upsizing Fees, and minor changes related to backwater prevention system and existing building sewers, as described in the summary of changes.
