May 12, 2008 Reduction in Residential Sewer Service Rates - Public Hearing

The Oro Loma Sanitary District will conduct a public hearing on its intent to reduce residential sewer service rates (all other rates will remain at their current levels). The public hearing will be held on Tuesday, June 3, 2008, at 3:00 p.m. at the District's offices, 2655 Grant Avenue, San Lorenzo, CA. December 18, 2007: At their meeting of December 18, 2007, the Board approved minor changes to Ordinance No. 35, An Ordinance Regulating the Installation and Connection of Sanitary Sewers, Establishing a Permit System, Adopting a Schedule of Fees and Deposits, and Providing Liabilities and Penalties for Violations. The updates included revision of the section on Sewer Upsizing Fees, and minor changes related to backwater prevention system and existing building sewers, as described in the summary of changes. September 4, 2007: At its meeting of September 4, 2007, the Board adopted Ordinance No. 34-31, An Ordinance Regulating the Collection, Removal and Disposal of Refuse and Other Discarded Material. With this Ordinance, and in accordance with the District's Agreement for Services with Waste Management, rates were contractually increased. Residential garbage rates increased by 4.43% in the L1/L2 (Unincorporated and Hayward) areas, and by 4.51% in the L3 (San Leandro) area (the higher L3 rate provides for the additional 12% franchise fee imposed by the City of San Leandro). A review of the Ordinance's language was also performed, with amendments made to clarify some terms and definitions, and to eliminate inconsistencies between the Ordinance and the Oro Loma/Waste Management March 2004 Agreement for Services. August 21, 2007: At its meeting of August 21, 2007, the Sanitary Board appointed Timothy P. Becker to fill the Board vacancy generated by the retirement of Director Herbert G. Crowle. Mr. Becker has a Master of Science in Geology from the University of Oregon, and a Bachelor of Business Administration from the University of Texas. He comes to the District with over 20 years of experience in the environmental services industry. After the District's legal counsel administered the Oath of Office, and Director Becker took his seat on the Board, he thanked the members of the Board for showing their confidence in him, and said he hoped to be able to fulfill the legacy left behind by retired Director Crowle.

At this meeting, President Sidari filled Board Committee vacancies by appointing Director Becker to Chair the Personnel/Safety/Public Information Committee, and as a member of the Finance & Insurance Committee. President Sidari also appointed himself as the representative to the Alameda County Special Districts Association, with Director Kerr as the alternate.

 

June 19, 2007: The Board adopted Ordinance No. 43-1, "An Ordinance of the Sanitary Board of the Oro Loma Sanitary District Adopting Civic Green Building and Bay-Friendly Landscaping Requirements," for District facilities and facilities it funds.

June 5, 2007: At their meeting of June 5, 2007, the Board adopted Ordinance No. 37-25, An Ordinance of the Sanitary Board of the Oro Loma Sanitary District, Establishing Charges for Services and Facilities Furnished by the District's Sanitary Sewage System and Providing Collection Procedures and Penalties for Enforcement. By adopting this Ordinance, the Board has elected to retain the current sewer service charges at their FY 2006-2007 levels.

April 17, 2007: At their meeting of April 17, 2007, the Board adopted Ordinance No. 35-13, An Ordinance of the Sanitary Board of the Oro Loma Sanitary District, Regulating the Installation and Connection of Sanitary Sewers, Establishing a permit System, Adopting a Schedule of Fees and Deposits, and Providing Liabilities and Penalties for Violations, which set new connection fees, and permit and inspections fees, as well as changes to other fees and deposits. March 20, 2007: At their meeting of March 20, 2007, the Oro Loma Sanitary District Board of Directors adopted revisions to its Ordinance No. 36-8, An Ordinance Adopting Policies and Procedures Related to District Purchases. The main purpose to the revision was to included the use of the California Uniform Public Construction Cost Accounting Act for use with District Project/Construction Projects under $125,000.
