Environmental Compliance
The
Environmental Compliance Program implements pretreatment practices
through reducing, eliminating, and altering the amount of pollutants
in wastewater, making it less harmful prior to or in lieu of discharging
such pollutants into the District's wastewater system. The reduction
or alteration of pollutants can be obtained by physical, chemical
or biological processes, or process changes by other means, except
as prohibited by District
Ordinance No. 39. The pretreatment program protects the wastewater
treatment plant's biological process, which is vital for sewage
treatment. The Program administers and regulates in accordance with
Federal and State regulations as well as Ordinance
39-9. The purpose of Ordinance
39-9 is to set forth uniform requirements for direct and indirect
contributors into the District wastewater system and to enable the
District to comply with all applicable State and Federal laws required
by the Clean Water Act of 1977 and of 1986 and the General Pretreatment
Regulations (40 CFR, Part 403).
